> The Department of Education Policy, Planning and Administration is renamed the Department of Educational Policy and Leadership.

> The University of Maryland's College of Education is ranked 23rd in the nation by U.S. News & World Report. Counseling and Personnel Services ranks 1st; Special Education, 10th; Rehabilitation Counseling, 15th; Higher Education program, 17th; Social Foundations and Policy program, 19th; Administration and Supervision, 21st; Curriculum and Instruction, 21st with its Elementary Education program ranked 19th; and Human Development's Educational Psychology program ranked 13th.

> The University of Maryland approves institute status for the new Maryland Institute for Minority Achievement and Urban Education within the College of Education. Working in partnership with the Maryland State Department of Education and the area school districts, the institute harnesses the resources of the College faculty to conduct and evaluate research-based strategies to improve minority student achievement.

> The College of Education attracts $11.2 million in externally funded grants and research.

> John Guthrie, Human Development, is awarded a grant for nearly $3 million dollars from the U.S. Department of Health and Human Services through the National Institutes of Health/National Institute of Child Health and Human Development to examine ways to increase reading comprehension, motivation and knowledge through concept-oriented reading instruction (CORI).

> The National Science Foundation awards a five-year, $9 million grant for the new Mid-Atlantic Center for Mathematics Teaching and Learning, consortium of three research universities and three school-system partners: The University of Maryland and Prince George's County (Md.) Public Schools; the University of Delaware and the Delaware State Department of Education; and the Pennsylvania State University and the Pittsburgh Public Schools.

> Community Connections is founded.

> In November, the University of Maryland's Center for Human Services Development housed in the Counseling and Personnel Services (CAPS) Department is awarded a five-year grant for $2.5 million from the Department of Education's Rehabilitation Services Administration to continue the Regional Rehabilitation Continuing Education Program for Community Rehabilitation Providers (CRP RCEP) in Federal Region III.

> The Counseling and Personnel Services Department adds a non-thesis option for its master's program in School Psychology.

> More than 100 principals from across the state gather in July for the Maryland Principal's Institute 2000 to develop new strategies for improving reading achievement in their schools. The Department of Education Policy and Leadership the Maryland State Department of Education, the Maryland Business Roundtable Foundation for Education, and the Public School Superintendents Association of Maryland in sponsor the third annual institute to address school reform issues.

> The Honorable William F. Goodling, U.S. House of Representatives and 1953 graduate of the College of Education, is honored with the 2000 Distinguished Alumni Award (for Schools/Colleges) at the first University of Maryland Alumni Association Awards Gala in April.

> Patricia A. Alexander, Human Development, wins the University Distinguished Scholar-Teacher Award.
